Cigars/Little Cigars

Cigars are defined in the United States tax code as “any roll of tobacco wrapped in leaf tobacco or in any substance containing tobacco”. Little cigars, cigarillos and large cigars are offered in a variety of candy and fruit flavors such as sour apple, cherry, grape and menthol. Until recently, cigars were not regulated by the Food and Drug Administration. However, in May 2016, the FDA finalized its “deeming” regulation, extending its authority to little cigars, cigarillos and premium cigars.
